Whether the wireless service can obtain a reasonable volume
of traffic where rates are equal will depend not only upon the
number of telegrams marked by the public for wireless transmission!
but also upon the extent to which the Telegraph Administrations
concerned are in a position to hand over unordered telegrams to
the wireless services. It is to be hoped therefore that cable
competition within present limits at equal rates will not in fact
deprive the Hong Kong station of an amount of point-to-point
traffic so large as to be an important factor in the problem of
maintaining the station on a remunerative basis.
On present information it seems desirable on grounds of
general policy to avoid a reduction of the wireless rate in
question.

Your obedient Servant,
